Correspondence Outgoing mail should become "sent" before being distributable

An outgoing mail represent a "paper" mail that is sent via snail mail.
A user should create the draft => no distribute tab should be available
At the bottom have a "Sent" button (with the save/edit) button => when click the document goes to the sent tab.
At that point the user can distribute it if needed.
