Launcher shouldn't try to reload marketplace packages on install

      Description

      • marketplace packages using deploy/hot reload commands
      • are not manageable in offline mode / from nuxeoctl
      • cannot ask for a server restart
      • fail to install if depending (or dependency of) other packages requiring a restart
      • classnotfound issues
