Don't display the Add icon on "Social Workspace Mini-messages" when it's displayed on the public dashboard

When the "Social workspace mini-messages" gadget is displayed on the workspace public dashboard, don't display the + icon.
Currently, it's displayed, so when non-members click on that icon and post a new mini-message, they are not displayed the mini-message in the gadget since they are not members of the workspace.
