Fix user access to polls from tag cloud and virtual navigation

Users can tag polls from the Summary tab of the poll and fill in a Topic.
As a consequence, users can access the Summary and History tabs of the poll when they use the tag cloud or Topic virtual navigation, although they don't have access to the Polls tab in which the poll is created.
