Fix hot reload of merged action filters

      Description

      When hot reloading Studio packages, sometimes actions are not visible anymore. This is due to bad reload of the action service.

      Steps to reproduce:

      • in a studio jar, create a folderish document and check the 'Show Create Child Action' checkbox
      • in admin center, install the corresponding package, then uninstall it, then install it again
        => the 'new' creation button is not visible on any other folderish docs.

      This is due to bad hot reloading of merged filters.
