Remove all useless information and action on the Birt report document type

To make the Birt Report document type easier to use, some useless information and actions should be removed:

• Relation
• History
• Manage
• Notification

We would keep "Comment" and "Summary", and, why not, display the "Manage" tab, with the "right management".

Furthermore, "Summary tab" should be simplified, only the metadata should be displayed, and the "tags" feature: no lifecycle, no publishing sections, files, ...
