Cannot create content in webpages from jsf interface

In a website JSF interface, users cannot created sub-pages while they can create sub-pages from webengine interface. No "New" button is displayed.
As a consequence, contextual links can only be created at the root of the website, as there is no link on webengine interface to add links and no "New" button on JSF interface.
