Add freely distributable drivers in default distributions (postgresql, mysql, jtds, ...)

For instance, using recommended postgresql template should work without having to download PostgreSQL JDBC driver, as it is distributable.
Do it either in the templates (requires a function to avoid binary parsing to avoid their corruption), either directly in the server directory.
