provide a way for setting up the policy used by UI for ordering the grant/deny rules

In the UI interface, when a user define local rights, the security action bean order the rights by placing at first position the grant permissions.
We need to be able to override that behavior for implementing another policy, such as :

• put the most specific permissions at first place (ie: "deny read to john" before "grant all to members")
