Local Sections list (for publication) does not respect security

As Administrator
Create a user (User-A)
Create a new domain (Domain-A)
On Domain-A deny User-A READ access
Log in as User-A
Create a workspace and a document
On the summary page for the document you will see in the list of publication sections 'Local Sections (Domain-A)'

In addition, the list of sections in the Publish tab contains Domain-A

Surely this is incorrect?
