Content Template Repository initialization may fail because of the Tag Service initialization

In DM we have now 2 RepositoryInitializationHandler :

• one for the content template
• one for the tag service

If tag service initializer is deployed first it will create the Tags root, and then the Content Template won't create the default-domain because it detects that root it not empty.
