SQL Storage: avoid leaking memory on massive imports

When doing massive document imports, there is a leak of Children objects that themselves hold references to SimpleFragments.
This should be changed to use a ReferenceMap(HARD, SOFT) like the other caches in VCS, except that care must be taken not to lose Children that have some unflushed changes.
