Issues with ImageMagick 6.9.13 in 2021 docker image

      Description

      The cloud platform team had been deploying the Centos docker image with ImageMagick 6.9.12.  With the switch to Oracle Linux, they had to update to IM 6.9.13 and some images now have incorrect conversions with 6.9.13.  Tests were done in nightly-2021 with HF53 (IM 6.9.12) and nightly-2021 with HF54 (IM 6.9.13).  Also tested in nightly 2023 which has IM 7.1.1.  ImageMagick 6.9.12 and ImageMagick 7.1.1 produce the correct conversions.  Perhaps ImageMagick can be updated to 7.1.1 in the 2021 Docker image
