Avoid warning about stream metrics when starting from scratch

      Description

      Since NXP-32434, when starting cluster for the first time (empty Kafka and KV) we can see multiple warnings during start:

      WARN StreamIntrospectionComputation No stream metrics received in the last 900 seconds

      This warnings should be removed.
