Create a GitHub release for each LTS 2023 promoted version

When promoting a LTS 2023 version, we want a GitHub release created for the given tag (https://github.com/nuxeo/nuxeo-lts/releases).

The release description should contain the following information:

• The Nuxeo build version promoted (such as 2023.x.y)
• Link to the ZIP distribution (on packages.nuxeo.com)
• Link to the Docker image (command to pull the image for instance)
• A quick changelog on the release: title and issue link extracted from JIRA, categorized by issue type)
• Link to the release version in JIRA
• Links to the release and upgrade notes on doc.nuxeo.com
