Add a metrics management endpoint to change the filter level

Being able to change the metrics level introduced in NXP-32297 dynamically will ease investigation and enable to start instance with a minimal level.

Ideally the endpoint enable to choose if the level is applied to the entire cluster (all nodes or just the current node).

Level is reset to nuxeo.conf value on restart.
