Flexible retention : Legal hold warning popup should not appear for a record in a condition when its just undeclared and then legal hold is applied on it.

Current situation:

• Create a flexible retention rule
• Attach retention rule on a document
• Undeclare the record
• Set document under legal hold
  => Alert is shown
  Expected: alert should not be seen in this case.
