Retention rules - Expose flexible retention during view

As a records manager, I can view if my rule leverages flexible retention

A new option is available

When set to true

• Label: Record can be undeclared

When set to false

• Label: Record cannot be undeclared

Option is located below the "rule is active" option as a dedicated line

The option depends on the value of the retention_rule:flexibleRecords property for the document
