On partition rebalance revocation, computation context should be Spare

A partition rebalancing is a 2 steps process, first a revocation, then an assignment.
The computation is initialized on both steps, but during the revoke step the context should indicate that the computation is in spare, this is not the case today.

This is important for computation that uses different initialization depending if they are active or in spare.
