Reduce cost of Audit Service

Today the Audit Service is relying on Elasticsearch back-end as primary storage.
This generates huge cost in production because audit entries keep accumulating over time.
Also the Elasticsearch cluster being shared with the repository index this create contention on resources.
The goal of the Epic is to list possible solutions to reduce the cost of the Audit service with short and long term scopes.
