Starting a Processor on front node shouldn't be allowed

      Description

      Since NXP-26918: it is possible to stop and start processor, this is used in the MigrationService when using a BulkMigrator.
      This action is propagated on all nodes including front nodes and starts threads pool on them which is not expected.
      Only worker nodes should start consumer thread pools.

      Note that since NXP-31086, it is possible to stop and start consumer thread pools (via Rest API), this is not subject to this bug, no thread pools are started on front nodes in this case.
