Cold Storage: Add a nuxeo conf property to query elasticsearch when checking availability

The CheckColdStorageAvailabilityAction action, that checks if a document for which a restore or a retrieve has been is requested is available, is scheduled every hour and could stress the db.

It could be an option to use Elasticsearch to retrieve such documents.
