As a record manager, I want to be confident that existing records are treated according to the configuration applied so far.

When a single bucket is configured for all documents
- existing records are considered to be stored with enforced retention behavior
- it IS possible to pick between enforced retention and flexible retention for new records, however records will always be stored in the current bucket
When a dedicated bucket is configured for records
- existing records are considered to be stored with enforced retention behavior
