WOPI not following blob download policy

      Description

      Have a custom download policy where users with READ permission cannot download the blob.

      User with READ permission when open file in WOPI, is able to download the file using "Save As".  Edit is getting blocked, but not download.

      For READ ONLY users nuxeo-wopi-addon allow below operations 
      Word -Print and Download
      Excel- Print, Save as, Export, Share
      PPT - Download and Print to PDF
