Manage aspera transfers which were completed more than 4 hours ago

Steps to reproduce:

1. upload many docs with aspera in Manual mode; wait for the docs to be uploaded with aspera and the transfers to start spinning
2. take nuxeo down for 1 day
3. restart nuxeo
4. complete the transfer
5. observe that the documents will never be created, even on retry

Expected behavior: the documents are created when pushing the "complete transfer" button
