Make CheckTransferredFilesAvailability run in a dedicated queue

CheckTransferredFilesAvailability is a post commit listener so it goes in the default topic => if there is a huge lag, if 24hs have passed, Aspera has removed the transfer on its side and the process will be stuck forever, because Aspera will never answer that the transfer is COMPLETED since the transfer no longer exists on their side.
