Retry Transfer is not working in connectors 2023 env

Retry Transfer is not working.
Steps : 

1. Login as TestUser1 and create a transfer with files keeping auto complete off. TestUser2 is not having ReadWrite access in the target location
2. Shared the transfer with TestUser2. Logout as TestUser1
3. Login as TestUser2 as try to complete the transfer
4. We should get some error saying User2 does not have permission in the target location
5. Login as admin and give ReadWrite permission to TestUser2 in the target location
6. Now hit on Retry as TestUser2 should complete the transfer but that is not happening. Transfer stuck in InProgress state.

I have verified that this is working fine in 2023 preview endpoint. but not working in 2023 connectors environment.
