File is not previewed when uploaded after replacing or removing existing file

Scenario 1: 

1. Open an existing file , click on remove button
2. Upload a pdf file

Scenario 2:

1. Create a file with any pdf /doc/ png in the attachment
2. Replace the file with another pdf file
3. Now again replace it with any doc file

Expected :  User should be able to preview the file

Actual: Getting an error "Missing pdf file"

Note : The issue works fine in 2021 , happens only in 2023
