Merge Tomcat upgrade pull requests automatically

      Description

      Currently, these PRs are opened by a Jenkins cron job, and need human review and merge, e.g. https://github.com/nuxeo/nuxeo-lts/pull/873.

      We could leverage the Dependabot Auto Merge workflow to approve and merge the Tomcat upgrade PRs along with the ones created by Dependabot, see NXP-31424.
