Setup nuxeo-compound-documents-web project

      Description

      We need to setup a dedicated maven project in nuxeo/nuxeo-compound-documents to contribute the web resources to customize Web UI for Compound Documents. This should scaffold the bundle and index file and add the build step using rollup. Please see nuxeo-retention-web for inspiration. It should also make sure that we run unit testing and linting in the CI build.
