Retention and Legal Hold actions shouldn't be visible for a document under Coldstorage

In an instance configured with both Retention and Coldstorage addons, user has a document under Coldstorage.

• It is expected that no Retention action are visible, but both Attach retention rule and Legal Hold is visible under the dropdown action button.
• Additionally, when the user clicks on those buttons, they successfully perform their actions, meaning that a document will then be under both Coldstorage and Retention
