Creator of document isn't able to remove Legal hold

Steps to reproduce:

• User A creates a document
• User A applies Legal Hold to the document
• User A doesn't see button to remove Legal Hold

Expected Outcome:

• User A clicks the Remove Legal Hold button
• Document is no longer under Legal Hold

Note: If the User A gives a explicit permission (either Manage Everything or Manage Legal Hold) to User B, that user is able to apply and/or remove Legal Hold at will.
