Trace long running bulk command

      Description

      It is not possible to keep trace or list all bulk commands, but we could do that for a limited subset of bulk commands, for instance those that impact more than 10k docs.

      The long command could be traced in the log at warning level and we could store them in the KV store and have manage API able to list the long-running bulk command for introspection purposes.
