[GLACIER] Backport DummyThumbnailFactory and DummyBlobProvider to 10.10

We are doing the Cold Storage Backport on 10.10. It seems that some needed features are part of the Platform LTS/11.X:

• DummyThumbnailFactory
• DummyBlobProvider
• WRITE_COLD_STORAGE

We are wondering if we should backport those things on `10.10` for DummyThumbnailFactory and DummyBlobProvider. For the WRITE_COLD_STORAGE We think it should be part of the add-on itself, even for LTS/11.X.

To move forward on the backport we duplicated the code: PR#3843

But we need you feedback on that. As we need to backport feature.
