Execute batch upload completion outside of a transaction

When completing a batch upload, only blob processing is done, however it can take a long time when tens of gigabytes of blobs must be moved between transient stores in the case of direct upload. To avoid a transaction timeout, we should stop the transaction while doing this (something similar is already done in the upload part, which is the one taking a long time in the case of non-direct upload).
