As a granted user, I can trash documents.

with the retention add on installed and in when compliance mode = false, a user with proper permissions should be able to trash documents not under retention. Currently, we allow via api, but we hide the action for the user. We should expose the action when user has the proper permissions(n.b. - LM getting the specific atomic permission and will add here)
