Report Stream Processors topologies on node start

To get an overview of all processors running in a Nuxeo cluster we need to report all started processors.

When the Nuxeo Stream service is ready to start, it should dump all processor topologies and settings into a stream.

Note that it is already possible to dump the representation of topologies in the log as PUML format.
