build/develop/deliver glacier as add-on

When Glacier api's were first developed, they were "embedded" as part of the core platform. It now makes more sense to have glacier functionality as a separate add-on so that we can develop using a release cycle that is independent of the core platform.

for an add on, we will need to have a separate git repo along with ci/cd to support our work.
