Make the location of bulk transfer provisioning configurable

Since NXP-29651 the ftests are centered in a temporary user "John" instead of the "Administrator". To make this work, the bulk transfer provisioning was hardcoded to be created in /default-domain/UserWorkspaces/John
Instead of being hardcoded, this should be configurable to improve the step's flexibility.
