apply polling to transfer dashboard

as part of our conversations on the UX/UI consistencies and the refresh button, we discussed the idea of applying the same polling mechanism we have on the transfer to the transfers dashboard, too. This serves to enhance the UX around the transfer statuses but also to, potentially, mitigate the "problematic" scenrio where users might try to perform similar actions against the same transfer "around" the same time (like multiple users trying to both complete a transfer within minutes).
