Fail the build on a PR when unit tests fail in the dev env

Since NXP-29513, we don't fail the build on a PR if another env than the dev one fails (mongodb and/or postgresql), we only set a FAILURE status in GitHub.

Yet, we've observed on a PR build that when the unit tests fail in all the environments, including dev, the build doesn't fail. The next steps are run and the build is only marked as unstable:

The build should fail in this case!
