Have a way to limit the documents of a Bulk command

Some Bulk actions like CSVExport are exposed to all users.
The resources used are limited by computation concurrency.
Still, on a large repository, this can be a very long operation, and even if it does not overwhelm the instance it delays other actions.

For some command, like the CSVExport we may want to limit the non-admin user to a maximum number of documents (10k ?) to prevent this.
