Avoid creating empty Folder when it's removed from Manual Transfer

Since NXP-29525 We are able to filter the files creation before the completion to avoid creating content where they was removed. but we faced ourself with empty folders this is dus to the fact that Aspera will sent the removed Folder content. We should avoid the empty folder for more consistency for that the check that was done before creating Aspera Worker should be done on Folder Upload hierarchy computation. Note that for Transfer with files only there is no issues because we create worker from the saved Files. Which is not the case of Folder because we don't have any information on the content
