Seeing multiple tooltips display on hovers on actions

seems to be worse on chrome versus firefox, but see it on both. basically, if you hover over the actions, you often see multiple hovers (not sure if it's because there is a lag or what).

Steps to reproduce

1. Create a transfer;
2. From transfer dashboard, click on the action overflow menu;
3. hover over one of the actions, move to another;

Expected result
you see the tooltip/hover of only the action you are hovering over
