Remove the limitation around Draft Transfers

      Description

      While discussing the new approach for the transfer lifecycle, we found out that there is no good reason (either technical nor functional) to limit the creation of transfers in draft to the amount of 1.

      We should remove this limitation and ensure that a user can have multiple transfers in draft.
