Fix "Publish" button not visible when performing an Internal Publication

Steps to reproduce:

• Create a Section document in Domain/Sections.
• Navigate to a document.
• Publish the document.

Expected behaviour:

• A disabled "Publish" button should be visible.
• After picking a Location and a Rendition, the button should no longer be disabled.

Actual behaviour:

• The button isn't visible. Document can't be published.

Note that this only happens in Edge Chromium.
