Make ColdStorage an addon

The initial implementation of cold storage was done under nuxeo-core but not all the code is considered to be "core" implementation of this feature.

Since this feature is supposed to be an addon, we will need to keep the really core and structural part of it under nuxeo-core and move all the other code, create a marketplace package and so on.
