Add support for l10n vocabularies

The Nuxeo Platform is missing the support of l10n vocabularies, and only l10n hierarchical (child) vocabularies are supported (through the l10nxvocabulary schema).

These 2 tasks should be done:

• register a l10nvocabulary schema
• define a l10nvocabulary edit layout to be able to edit l10n vocabulary entries
