Add a scheduled job to check if blobs being retrieved form Glacier are finally available

Sending an event when it's done.

The scheduler should query the repositories for documents where the coldstorage:beingretrieved field is true and ask the low-level implementation if the blob is retrieved or not (a mock implementation for now).

If the blob is retrieved, fire the event.
