Support for non sanitized tags

As a user of Web UI,or using the REST API,  I can set  tags that includes spaces and punctuation. They are correctly displayed and wrapped in Web UI and they can be selected in the search.

User acceptance criteria: 

• I can tag with "ain't no sunshine"

• I can tag with "The parsec (symbol: pc) is a unit of length used to measure the large distances to astronomical objects outside the Solar System. A parsec is obtained by the use of parallax and trigonometry, and is defined as the distance at which one astronomical unit subtends an angle of one arcsecond,"
